GENEVA -- India, Iran, Iraq and Israel: They may not see eye to eye on many things but all possess nuclear weapons, or are suspected of sharing an interest in developing them. They are also about to take turns in a remarkable rotation of leadership at the UN's Conference on Disarmament, the body created in the 1970s to rein in such ambitions.
